This can happen for several reasons, some within and some outside of our control. A 403 Forbidden Error occurs when you do not have permission to access a web page. If you get 403 error, first test whether you get a 403 using rvest to access the homepage of congress.gov. If you do, then this error is not a result of any code in congressionalrecord , nor the particular pages you are seeking. It is simply that congress.gov is not allowing scraping. I don't know why this happens, but in the past, it has resolved on its own. Second, try it on another computer and/or from another internet network/IP address. Sometimes, congress.gov blocks only your IP address. If (1) you are able to get results with rvest AND (2) you are able to access a page you are seeking on congress.gov in your browser (i.e., it exists), but not when you search for it using congressionalrecord , then please file a bug report by opening an issue with reprex code and the url to a page that you expected to be returned.
