It scans at most 2 000 jobs per poll but used to advance its watermark past everything it had not reached, so on non-SQL storages a burst above 2 000 completions per minute was sampled rather than aggregated. It now tracks the range it has covered and drains the backlog across later polls, counting each execution exactly once.
